Azerbaijan is laying the groundwork for a H₂ strategy, prompted by promising initial studies indicating its potential in green H₂ production. Deputy Energy Minister Elnur Soltanov highlighted the country's competitive edge, especially in supplying Europe. The European Bank for Reconstruction and Development (EBRD) presented an initial study in 2023 supporting this notion.

Azerbaijan plans to collaborate with consulting firms to further develop its H₂ strategy based on the EBRD's findings. A preliminary market study revealed Azerbaijan's capacity to produce renewable H₂ for local decarbonization and export cost-competitive renewable fuels to regions such as the European Union.
