World’s largest green H2 plant reaches 80% construction completion across all sites

NEOM Green Hydrogen Company (NGHC) announced that it reached 80% construction completion at the start of Q1 2025 across all project sites — the green H2 facility, wind garden, solar farm, and transmission grid.

Located at Oxagon in NEOM, construction of the world’s largest green H2 plant is advancing rapidly. Milestone equipment is now being received and installed, including wind turbines, H2 storage vessels, electrolyzers, the cold box, and pipe racks. The plant remains firmly on schedule, with 4 GW of solar and wind power generation set for completion by mid-2026, followed by commissioning of the electrolyzers and first ammonia product availability in 2027.

NGHC is building a highly skilled Saudi workforce, complemented by international expertise, to ensure the capabilities required for these critical operations. The company has launched several targeted recruitment campaigns to date and continues to actively attract top talent from across the Kingdom and beyond. Additionally, NGHC is collaborating with Saudi research and educational institutions to upskill Saudi youth and prepare them for careers in the green H2 and renewable energy sectors.

An equal joint venture between ACWA Power, Air Products, and NEOM, NGHC’s world-scale plant will integrate up to 4 GW of solar and wind energy to produce up to 600 tpd of carbon-free H2 by the end of 2026 — in the form of green ammonia — as a cost-effective solution for the global transportation and industrial sectors.

NEOM Green Hydrogen Company holds an exclusive 30-year off-take agreement with Air Products for all the green ammonia produced at the facility, unlocking the economic potential of renewable energy across the entire value chain.

In May 2023, NGHC achieved a landmark financial close of $8.4 billion, supported by a $6.1 billion non-recourse loan from 23 local, regional, and international banks and financial institutions, including SIDF and NIF.

This pioneering project directly supports the Kingdom’s Vision 2030 ambitions to drive economic diversification and global leadership in clean energy — paving the way for Saudi Arabia to become the world’s leading H2 producer while strengthening its role as a key player in the global energy sector.
