The PDA support is one of the three pillars of the Hydrogen Valleys Facility established by the Clean Hydrogen Partnership in 2025.

Selected from a pool of 23 applications, the 13 beneficiaries represent promising valleys from 10 EU Member States and 2 countries associated with Horizon Europe.

The PDA support for the selected beneficiaries will commence in September 2026 following a dedicated scoping phase and the signature of a Declaration of Collaboration. Dedicated PDA Consulting Teams consisting of experts from Roland Berger and its technical partner Worley will provide tailored support to help the selected Hydrogen Valleys advance their projects towards FID. The support will focus on commercial, technical, regulatory and valley governance aspects.
The Second Call brings 7 new countries into the PDA portfolio: Belgium, Croatia, Cyprus, Czech Republic, Finland, Luxembourg, and Romania. Combined with the first Call, the program now supports 28 Hydrogen Valleys across 18 countries, significantly expanding the geographical reach of the European Hydrogen Valleys ecosystem.
